On the morning of April 25th, at the headquarters of Agribank Phu Yen Branch (321 Tran Hung Dao Street, Tuy Hoa Ward), the Dak Lak Provincial Police, in coordination with the State Bank of Vietnam Branch 11 and Agribank Phu Yen Branch, organized a training session on identifying skills and conducting a live drill to handle criminal situations involving armed robbery at banks.

The work program aims to assess the implementation of socio-economic development tasks in the first quarter, deploy tasks for the second quarter of 2026, and address difficulties and obstacles in the local development process.

Attending the meeting were Comrade Huynh Lu Tan, Member of the Standing Committee of the Provincial Party Committee and Head of the Phu Yen Economic Zone Management Board, along with leaders from relevant departments, agencies, and localities.

According to the report presented at the meeting, in the first quarter of 2026, coastal communes and wards continued their recovery momentum and achieved many positive results. The total value of production is estimated at approximately 1,500 billion VND, an increase of about 8% compared to the same period. Fishery production increased significantly; trade and services continued to thrive; and tourism gradually recovered with approximately 150,000-200,000 visitors and revenue exceeding 200 billion VND.

Revenue collection was a priority for localities, with most achieving over 30% of their annual targets. Some localities showed outstanding results, such as Hoa Hiep ward reaching 113% of its budget and Xuan Loc commune reaching 157%. In addition, administrative reform and digital transformation continued to be promoted, with the rate of timely and on-schedule processing of applications exceeding 98%; 100% of localities have implemented the electronic one-stop service system.

Cultural and social fields, social welfare, and national defense and security continue to be ensured. Localities are focusing on overcoming the consequences of the storms and floods at the end of 2025, gradually stabilizing people's lives and restoring production.

During the meeting, the localities frankly acknowledged many shortcomings and limitations, such as the small scale of the economy, which is not commensurate with its potential; slow progress in land clearance; difficulties in creating clean land funds; inconsistent infrastructure; and a shortage of high-quality human resources. Some localities also have low budget revenue collection rates.

Communes and wards have requested the province to prioritize the allocation of resources for investment in technical infrastructure, education, health, and culture; to resolve obstacles related to land, planning, and site clearance; to supplement staffing in areas where there is a shortage; to invest in information technology infrastructure to support digital transformation; and to provide mechanisms to support the development of coastal tourism, marine economy, and aquaculture.

Concluding the working session, Do Huu Huy, Alternate Member of the Central Committee of the Party, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee, emphasized: The eastern coastal area has a particularly important position, is a strategic development space, and plays a driving role in the province's growth in the coming period.

With advantages in marine economy, tourism, trade and services, aquaculture and fisheries, along with significant potential for urban, industrial, and logistics development, coastal localities need to proactively and effectively exploit their existing potential and advantages to create stronger development.

The Chairman of the Provincial People's Committee requested that communes and wards clearly identify bottlenecks, especially in land management, planning, compensation, site clearance, and the creation of clean land funds, in order to promptly resolve them. This is identified as a key and urgent task to create conditions for attracting large investment projects, promoting infrastructure development, services, and key economic sectors. Along with this, localities need to prioritize completing essential infrastructure systems, accelerating administrative procedure reforms, improving the investment and business environment, and creating favorable conditions for people and businesses.

Leaders of communes and wards must clearly demonstrate a sense of responsibility and make specific commitments regarding the progress of implementation, especially for land clearance work for key projects.

The Chairman of the Provincial People's Committee also requested that departments and agencies strengthen coordination with localities, proactively guide and promptly resolve difficulties related to mechanisms, policies, investment procedures, land and planning; create the most favorable conditions for the eastern coastal area to play an important growth pole role for the province, striving to achieve double-digit growth in 2026.
